Horse Abuse

Tuesday, March 31, 2015

A Beadle County Grand Jury has indicted two Cavour men in the alleged beating of a horse.  Beadle County Sheriff's Deputy's arrested 67-year-old Dennis Kerney and 35-year-old Justin Murray March 11th under South Dakota's felony animal cruelty law.  The men were indicted by the Grand Jury Friday.    Court documents indicate the pair struck an Appaloosa horse on the head and back with wooden clubs as they attempted to groom the animal.

The documents say Kerney and Murray hit the animal as it acted up during the grooming attempt.  The horse sustained injuries to the left cheek bone and cuts to a front leg.  The men are out of jail after posting 500-dollar bonds shortly after their arrest.  The case is the first in Beadle County to use the felony level animal cruelty charge that became law following the 2014 legislative session.  South Dakota was the last state in the country to enact a felony animal cruelty statue.  Kerney and Murray are scheduled to be arraigned on the charges April seventh.

Senate Bill 136 Overturned

Tuesday, March 31, 2015

The South Dakota legislature has voted to overturn one bill that was vetoed by Governor Dennis Daugaard. The Senate voted thirty one to one, and then the House voted sixty three to one to pass SB136, a bill that would have changed the way electric service from a rural cooperative to a member in a city is taxed.

Representative Al Novstrup of Aberdeen was an original sponsor of the bill.  Novstrup said the tax has been on the books for quite a while, and didn’t need to be changed.  Representative Thomas Brunner of Nisland says the bill continues a process that has worked.  Two other bills had vetoes sustained in the Senate. Those were SB 100 and SB 159.

Sioux Falls Aquatic Center

Tuesday, March 31, 2015

City officials say construction will begin this week on Sioux Falls' first indoor aquatic center, which will replace the outdoor pool at Spellerberg Park. The construction will begin this week on the project that's expected to open in fall 2016.

City Council members voted in February to approve spending more money on the aquatic center. The project was expected to cost $19.8 million, but the estimate increased due to rising construction costs and several changes to the plan.

Council members voted to push the project cost to $23.7 million. Most of the additional money likely will come from money leftover in last year's city budget. The City Council approved the initial price tag after voters last April said they wanted to replace the outdoor pool at the park.
